Taking into account that the Republic of Azerbaijan joined the Extractive Industries Transparency Initiative (EITI) at the International Conference held in London on June 17, 2003 with aim of realizing EITI commitments by the Republic of Azerbaijan:
I. To establish a National Committee on EITI (Committee) for realization of the requirements arising out of the Republic of Azerbaijan joining EITI, which is to consist of the following:

Samir Sharifov - Executive Director of the State Oil Fund
Members of the Committee:
Rafael Ibarhimov - Extraordinary and Plenipotentiary Ambassador of the Republic of Azerbaijan in the United Kingdom of Great Britain and Northern Ireland
Rauf Salimov - Director of the department for Industry, Transportation and Communication Statistics within the State Statistics Committee
Zaur Fatizadeh - Head of the Division of Special Tax Regime Enterprises within the Department of the Ministry of Taxes for Operations with Large Tax Payers
Elshad Nasirov - Director of the department for Marketing and Economic Operations within the State Oil Company
Nizami Gasimov - Director of the Fiscal and Monetary Politics Division of the Economic Policy and Forecasting Department of the Ministry of Economic Development
Shahbeddin Musayev - Director of the National Prospecting Department of the Ministry of the Ecology and Natural Resources
Nargiz Zeynalova - Director of the Sector for Financing of Production and Investment of the National Economy Financing Department of the Ministry of Finance
Suleyman Vezirov - Deputy Director of the General Economy Department of the Ministry of Fuel and Energy
Ashraf Shixaliyev - Division Head of the Economic Cooperation and Development Department of the Ministry of Foreign Affairs
II. The Committee is charged with:
1) Determining the content and period for submitting reports about benefits of the state bodies related to the extractive sector, state companies and other state property institutions (including the benefits from payments by foreign and domestic companies) in the Republic of Azerbaijan and providing aggregation of data;
2) Preparing the general country reporting form on the basis of the disclosed data in accordance with the reporting form accepted by EITI participants and publishing the report in the press and realizing cooperation with the foreign extractive companies in the Republic of Azerbaijan as well as the Department for International Department of the United Kingdom which is the coordination office of the EITI for preparation of the reporting forms;
3) Launch a web site for the Committee with the aim of publicizing the activity of the Committee;
III. The conforming Ministries, Committees and State Companies of the Republic of Azerbaijan are charged with answering thoroughly and in a timely manner the questions of the Committee for preparation of the reporting forms about payments from the extractive sector and assisting realization of necessary measures.
IV. This Ordinance comes into force upon being signed.
