The 2013 budget of the State Oil Fund of the Republic of Azerbaijan (SOFAZ) was amended by the Decree of the President of Azerbaijan dated October 3, 2013.

In accordance with the Decree, aiming at timely execution of reconstruction of the Samur-Absheron irrigation system the expenditures on financing of this project increased to 173 938 thousand manats from the previous 107 438 thousand manats and the expenditures on financing of "Baku-Tbilisi-Kars railway" construction project decreased to 71 774.5 thousands manats from 138 274.5 thousands manats.
